Optimal Income Taxes: An Example

چکیده

We develop an algorithm for computing optimal taxes in an open economy extension of the standard one-sector growth model. Typically in the literature on optimal taxation, the first period tax rate is arbitrarily assumed. We construct an example where the first period tax rate is endogenously determined. In addition to computing the exact time path of taxes, the example brings forth some interesting policy implications for developing countries. ∗I am thankful to Carlos Végh, Amartya Lahiri, Luisa Lambertini, and Alvaro Riascos for helpful comments and suggestions. Indirect Taxes for Redistribution: Should Necessity Goods be Favored?

The Atkinson-Stiglitz Theorem shows that with weakly separable preferences, differential commodity taxes are not needed if an optimal nonlinear income tax is imposed. Redistributive objectives can be achieved with the income tax alone even if goods differ considerably in their income elasticities of demand. Deaton showed that if the government is restricted to a linear progressive income tax al...

Tax Structures in Developing Countries: Many Puzzles and a Possible Explanation

The past academic literature on tax policy has focused almost entirely on the analysis of tax structures in the richest countries, particularly the U.S. Overall the optimal tax models explain reasonably well the observed tax policies in these countries. As summarized in Gordon (2000), for example, past theoretical work suggests that taxes on consumption or labor income should dominate use of ca...

Economics 2450A: Public Economics Section 7: Optimal Top Income Taxation

In this Section we study the optimal design of top income taxes.1 We have already covered optimal top income taxation in a simple Mirrlees framework in Section 2. Today, we will start from the “trickle down” model with endogenous wages introduced by Stiglitz (1982). We then analyze an example of optimal taxation in a general equilibrium model where workers choose between di↵erent occupations/se...

How optimal nonlinear income taxes change when the distribution of the population changes

a r t i c l e i n f o The impacts of changing the number of individuals of a particular skill level on the solutions to two versions of the finite population optimal nonlinear income tax problem are investigated. In one version, preferences are quasilinear in leisure. For this version, it is shown that it is possible to sign the directions of change in everyone's optimal consumptions and optima...
